Boards and Sub-committees

The NSCB is made up of an Executive Board with senior representatives from its member agencies and various sub-committees which undertake the Board’s business. Sub-committees meet on an average bi-monthly (with the Child Death Overview Panel meeting quarterly) and report back to the Business Management Group bi- monthly.

Promote the high delivery of safeguarding services from all of the partner agencies in line with the LSCB Constitution and annual plan.
The  purpose of each sub-group and details of the Chair are shown below:

Business Management Group:
Chaired by Nancy Kelley: NSCB Independent Chair

To ensure there are effective and holistic systems and processes in place to safeguard, protect and promote the welfare of children, young people and their families in Newham across all partner agencies.

Through the sub group to ensure that there is a golden thread by co-ordinating the work of the sub groups in line with the LSCB Business Plan.

To lead on policies and procedures function of the LSCB.

 

Performance and Quality Assurance Sub-Group:
Chaired by Reagender Kang

To review multi agency performance against the NSCB data set across the partnership

To develop and oversee a programme of multi agency audits of practice

To develop and oversee a programme of Section 11 self audits across the partnership

To provide scrutiny and challenge to NSCB partner agencies in regard to their statutory safeguarding arrangements

 

Serious Case Review Sub-Group:
Chaired by Jacquie Burke Deputy Director for Children’s Social Care.

Scrutinise action plan recommendations and timescales

To ensure actions arising from serious case reviews are implemented and to raise the expectations to the Executive Board

To maintain an overview of the key themes in recommendations and actions

To ensure that agencies are disseminating lessons from SCR/Management Reviews.

To review serious incidents to determine if a serious case review is indicated and to commission the case review where required.

Children and young Peoples Virtual Sub Group: Co Chaired by Young People and Dipti Mouj

To produce young people friendly versions of key plans / documents produced by the board.

To provide a link between the board and the voice of Newham children and young people.

Through a combination of direct group work and research, views about safety, safeguarding and service delivery in Newham.

To involve children and young people in the quality assurance of services.

To ensure that through their involvement with the Board, children and young people benefit from learning opportunities that will help them develop and achieve.place.To provide a scrutiny and challenge function to assure the board that effective work is taking place.

 

Missing from Home, Care and Education and Sexual Exploitation:
Chaired by Teresa Hills Service Manager , Children’s Triage and Emergency Duty Team

To scrutinise multi agency performance against the LSCB dataset across the partnership

To develop and oversee a programme of multi agency audits of practice

To develop and oversee a programme of Section 11 self audits across the partnership

To provide scrutiny and challenge to NSCB partner agencies in regard to their statutory safeguarding arrangements.

 

Community safeguarding forum:
Chaired by Mohamed Hammoudan; Head of Delivery; Community Neighbourhoods

To drive improved practice in relation to safeguarding across faith and culture through professional training and development.

To utilise a range of tool, including training and community forums to engage communities,

Scrutinise and derive Improvements in relation to data collection.

To oversee the development of services to victims of abuse linked to faith or belief.

To ensure the board remains engaged with pan London and National developments

 

Child Death Overview Panel:
Chaired by Meradin Peachey.

To review all child deaths of children resident in Newham from birth to 18 years of age.

 

Clinical Care Commissioning Safeguarding Sub Group:
Chaired By: Steve Gilvin: Chief Officer

To provide strategic direction for the health contribution to safeguarding and promoting the welfare of children in Newham consistent with the duties under Children Act 1989, 2004, National Service Framework for Children, young people and Maternity Services (2004) and associated guidance Working Together guidance (HM 2013) and NLSCB business plan.

To facilitate effective communication between Newham Safeguarding Children Board and those with executive lead and named responsibility for safeguarding children across Newham health economy.

To co-ordinate and monitor the health (commissioning and provider) contribution to promoting the welfare and safety of children as required by the NLSCB.

To develop, support and monitor GP practice safeguarding arrangements and activity with NHS England.

To provide assurance to CCG Board through the Quality Committee and NLSCB that the CCG and all health care providers effectively discharge their statutory duties to safeguard children and where there are issues remedial action plans are in place to ensure these are effectively addressed.

Safeguarding Children Exposed To Extremist Ideologies Sub Group :
Chaired by Beverley Halligan. Head of Social Work Improvement. Principal Social Worker

To ensure that the pan-London strategy is properly embedded.

To support the work of the NSCB Business Plan, relevant to protecting children and young people from extremism.

To identify gaps across the partnership where policy and procedures do not meet current legislative and statutory requirements.

To consider local and national trends, intelligence and/or messages from case level reviews, and utilise these to influence improvements in local policy and practice.

To identify ‘lessons learnt’ and how these can be disseminated to the wider partnership to improve policy and practice.

To review and address concerns pertaining to the timely and effective sharing of information between services

To collaborate with the other sub groups and the NSCB Executive to develop local policies and procedures for safeguarding and promoting the welfare of children in Newham.

To collaborate with the Training sub group to inform the NSCB Training Programme

To interface with the Children’s Senior Leadership ‘Prevent Group’, comprised of the Director and Deputy Directors of Children’s Services, and the LBN Prevent Coordinator; to escalate concerns about specific institutions or individuls
